David Osborn, CPA

David Osborn leads FRCC's financial operations, budgeting and administrative services. He ensures responsible stewardship of public resources and long-term fiscal sustainability.

 

He partners with institutional leaders to plan and monitor the annual budget, guide long-range financial planning and support data-informed decisions. His work strengthens transparency, accountability and the systems that keep resources aligned with student success.

 

A first-generation college graduate, David brings extensive experience in public accounting across government, nonprofit and higher education sectors. He is a licensed Certified Public Accountant. He holds a Bachelor of Science in Accounting and in Economics.
