Why create a new college governance structure now?
In 2024, the Colorado Community College System (CCCS) adopted a new shared governance policy (SP 2-50a), establishing clear expectations for meaningful participation in college decision-making. At the same time, members of our college community have expressed a strong desire for more transparent, inclusive processes. With the launch of FRCC’s new strategic plan, this is the right moment to align our governance structure with both CCCS policy and our institutional priorities, ensuring every voice is heard as we shape the future of FRCC.
Why “college governance” and not “shared governance”?
This is about expanding beyond traditional shared governance. Our College Governance Council (CGC) will represent faculty, instructors, staff, administrators, and students. It ensures broader participation and reinforces representation of the full FRCC community in major initiatives.
What is the purpose of the College Governance Council (CGC)?
The CGC will provide a structured way for diverse perspectives across the college to inform decisions. It will review proposals, deliberate on issues, and make recommendations to President's Executive Leadership and the President—ensuring decisions are transparent, inclusive, and aligned with FRCC’s mission and values.
Who will be represented on the CGC?
Representation will include faculty, instructors, staff (both APT and Classified), administrators, and students, with clear bylaws and term limits to ensure fairness, balance, and accountability across the college community.
How will the CGC make decisions?
The CGC will be part of a process that emphasizes input, deliberation, and recommendation. Final decisions will rest with the President and President's Executive Leadership, but governance ensures recommendations are shaped with broad participation and transparency.
How does this align with CCCS policies?
Our governance structure is designed in direct response to CCCS’s shared governance policy (SP 2-50a), which outlines the importance of meaningful consultation, transparency, and inclusivity in decision-making. FRCC’s model builds on this system-wide commitment and adapts it to our one-college vision.
What kinds of issues will the CGC consider?
The CGC will address college-wide guidelines, and initiatives that have broad impact on our community. Details around this will be further developed as the Transitional Taskforce develop the CGC structure, bylaws etc.
How will information be shared with the college community?
Transparency is central to this effort. Updates, FAQs, and progress reports will be shared regularly on the governance webpage and through college-wide communications. Constituency representatives will also be responsible for keeping their groups informed and bringing feedback back to the Executive Sponsor of the project.
How will this affect my role as an employee or student?
The future CGC will create a clear, formal avenue for input. While not everyone will serve on the council, all members of the FRCC community will have opportunities to provide feedback, raise issues, and contribute to discussions that inform college-wide matters.
